CONSTITUTION
BYLAWS
A) The name of the League will be The North Sask Female Hockey League. This League will consist of Division I, Division II, Division III, Junior Division.
B) The address of the organization will be:

C) PURPOSE - To provide competitive hockey for promoting the development of Female hockey players on teams holding membership in the league.
BY-LAWS
A) Membership in the league shall be by teams as approved by the Board of Directors holding membership in the league from the immediate past season.
B) Teams that take a one (1) year leave of absence are entitled to first chance of getting back in the league even if it means replacing a team on probation.
C) Teams on leave of absence will not receive a vote at league meetings.
D) As of September 2005, New teams joining the league will be under probation for one (1) year after which the league members of the Division will vote by simple majority whether to have that team remain in the league.
E) A league entry fee shall be set by the Board of Directors to be paid by each team in the league to cover administration expenses and the purchase of league banners. To be paid by November 10th. $150.00 per team
F) A performance
bond, as determined by the Board of Directors, must be posted by each team in
the league prior to commencement of league play and will be held in trust by
the league at the end of the playing season.
To be paid by November 1st. $200.00 per team.
G) All teams within
the NSFHL must have eleven (11) registered players (not including AP’s) to
constitute a team.
ARTICLE 2 –
EXECUTIVE
A) The executive of the league shall consist of a Board of Directors made up of one director elected or appointed to the board by each team in the league. Each director will have one (1) vote at the league meeting. Each team shall name an alternate director who, except in the absence of the director, will have voice but no vote at the league meetings.
B) Officers of the league will be the President, Vice-President, Secretary and a Treasurer.
i) The President may not be an executive member. Will have the last vote in the event of tie.
ii) The Vice-President, Secretary and Treasurer will be executive members.
C) Officers will hold office for a three (3) year term. The President will be elected with
the
Vice –President, Secretary and Treasurer elected or appointed at the league Annual meeting
held in September in a central location or location of the President’s choice
Each center will provide a representative from their area for the league meetings.
D) Honorariums for this league will be such that the President, Vice-President, Secretary and Treasurer will have costs that pertain to the league covered. Costs that are covered are phone calls, mail, travel, all secretarial supplies.

B) The executive shall appoint other committees as deemed necessary.
C) Each director shall be responsible for coordinating ice time and game officials for their home centers and division of hockey and communicating with the president and secretary as required, after each home game.
D) Each director shall ensure that all players on their respective teams are properly registered in their center and that each player is insured as set out by their respective hockey governing body.
E) The president, or in his absence, the vice president, shall preside at the meetings of the league.
F) The secretary shall keep minutes of all the meetings of the league and update the
league constitution and bylaws. Receive all completed game sheets from the “home” team within 48 hours after the game. Keep updated stats of wins/losses as to determine team standing within the league. To contact the President with any penalties that requires action.
G) The treasurer shall maintain financial records of the league operations and give a written financial report at the annual meeting in September and again in April. The treasurer is responsible to bill all teams in arrears and send out receipts as required.
A) All meetings will be called by the president when deemed necessary, or at the request of a simple majority of the executive members.
B) The executive shall meet a minimum of three (3) times per year, once in September, once in October and once in April. The September meeting shall be the annual meeting of the North Sask Female Hockey League. Business to be conducted at the annual meeting shall include:

IV. Amendments to the constitution (notice of motion outlining amendments) shall be posted on the web site of NSFHL at least 30 days prior to the annual meeting date.

C) Motions and by-laws will be passed by a simple majority of those present. Motions and by-laws specific to one Division will be passed by a simple majority of all members present.
D) All interested persons may attend any meeting but shall have no vote.
E) Voting in all meetings will be by a show of hands.
F) The scheduling meeting will be held in October.
G) The league play off format will be set out by the president in January.
H) Each minor hockey organization with teams in the North Sask Female Hockey League, have a representative at each league meeting. Teams not present at the North Sask Female Hockey meetings are deducted 25% of their bond.
I) Minutes of all meetings shall be posted on the N.S.F.H.L. web site within 30 days of the meeting held.
Notice of next meeting shall be posted on the N.S.F.H.L. web site 30 days prior to the meeting.
A) The league will operate on a schedule as set out by the president and Board of Directors.
B)
The North Sask Female Hockey League Division 111 shall
be of Atom/Pee Wee age. Division 11
shall be of Bantam &/or Bantam/Midget age.
Division 1 shall be of Midget &/or Bantam/Midget age. Junior Division shall be of 18 to 22 years of
age only.
C) Each division in the North Sask Female Hockey League be limited to 14 teams.
D) Points will be awarded each team on the following basis:
I. Win – 2 points
II. Tie - 1 point
III. Loss - 0 points
E) League Play will start November 1 and end January 30. All games missed prior to December 15 will be made up by December 30. All games missed after
December 15 to January 30 will be made up by the first Sunday of February.
F) League champions in each division shall be decided in a format set by the President and Board of Directors by January 15..
G) The league will provide a banner to the winning team in each division
H) All teams participating in the league will participate in the league playoffs.
I) Teams will not be required to play league games within 24 hours of provincial games.
J) Each
playoff series shall consist of two (2) games, total goals to count. Both dates must be set before the start of the
series. The semi-finals will be the best
of two (2) game total points. The team finishing in the top position shall have
the choice of playing the first playoff game at home. The League final will be a best of (3) three
games with the top team getting (2) home games.
K) When two(2) weeks are given for a playoff round, the first game must be played during
the first week unless mutually agreed upon.
L) Teams playing past playoff deadline without permission will be fined $100.00.
M) All NSFHL playoff games for ALL Divisions must use a three (3) referee system. All teams in league playoffs shall appoint neutral referees for all semi-final and final playoff home games to determine the league championship. The home team will be responsible for the appointment of both linesmen. SHA Rule to apply.

N)
NSFHL
players must play 1/3 of the League games to be able to play in the NSFHL
playoffs. Injured players with doctor’s certificate would not have the team
games played while injured count in their total number of League games. Games
would not count when the doctor’s certificate is registered with the League.
ARTICLE 6 – RULES OF PLAY
A) The league will operate under current S.H.A. rules with modifications as set out by the President and the Board of Directors in a form known as North Sask Female Hockey League Playing Rules.
B) Teams shall adhere to S.H.A. regulations governing player eligibility and movement.
C) Teams
must fax in S.H.A. approved team rosters to League Secretary BEFORE first league game is
played. Failure to do so will result in
a $25 fine. (If SHA has not sent back an approved Roster prior to first game
you must fax a copy of your Roster and than Fax the SHA approved Roster when
received) All additions/deletions to rosters approved by S.H.A. deadline of
January 10th must be submitted to League Secretary.
D) All home teams to have the following minor officials in place for each game.
- Score keeper, timekeeper. All semi-final and final games to include two goal judges.
E) At the scheduling meeting in October, all teams must bring a minimum of twenty (20) week and weekend dates with appropriate ice times. Failure to provide ice times to participate will result in forfeiture of league bond and membership in the NSFHL.
F) All Divisions of the NSFHL will play a
minimum of twelve (12) games and a maximum of twenty (20) games for League
play.
ARTICLE 7 – WINDING UP
In the event of dissolution of the league, the assets, after payment of all liabilities, shall be divided in an equitable manner and donated to community or female sports activities as determined by the president and Board of Directors.
ARTICLE 8 – PRESERVATION OF LEAGUE NAME
In dedication to the centers involved in the initial formation of the league, the name shall be maintained for as long as the league continues to operate.
ARTICLE 9 – APPEALS PROCEDURE
An appeal procedure shall be as follows:
The committee shall consist of one member appointed by the President and one member appointed by the appellant and one member appointed by the President from a list of six (6) members of the Board of Directors as selected by the appellant. All appeals will be accompanied by a cheque for $200.00 non-refundable. All decisions by the appeal committee shall be final. All appeals shall be heard within fourteen (14) days. All suspensions shall remain in effect until the appeal is heard. A
decision will be forwarded to the President in writing within seven (7) days of the
appeal hearing.
ARTICLE 10 – EDUCATION SCHOLARSHIP
The North Sask Female Hockey
League shall award two (2) $500.00 Education Scholarships yearly. These scholarships are available to all
Midget players who played in the NSFHL the previous season. The recipient must be attending a
S.H.A. rules and regulations will apply to all league games with the following additions.
1) GAME FORMATS
The format for
timing of periods will be as follows; Games must be (1) one hour and (45)
minutes long. Periods should consist
of 2 – 20 minute stop time periods, with
the third (3rd) being a stop time period of a duration as close to
20 minutes as possible, depending on the time left. The referee and the two teams involved will
decide before the third (3rd) period starts how much time to put on
the clock.

CONDUCT OF TEAMS
When entering or leaving the ice between periods and at the end of the game, the home team shall allow the visiting team to enter and leave the ice first so as to prevent the intermingling of teams.
3)
TEAM UNIFORMS
The “Home Team” shall wear white or light –colored sweaters and the “Visiting Team” shall wear dark-colored sweaters. If for any reason a team cannot supply the correct color, it will be that team’s responsibility to contact the opposing team’s coach/ manager and arrange for some mutually agreeable solution. It is recommended that the visiting teams carry both sets of sweaters.

HOME TEAM
The home team will supply the pucks for the pre-game warm-up.
5)
SUSPENSIONS
The rules committee chairman will notify the coach of the team involved of any suspensions arising from infractions occurring during league scheduled games. Coaches are reminded that any player or team official assessed a “match” penalty
Cannot
participate in any further games until notified by the rules committee chairman
&/or President.
If a team forfeits either a league game or fails to return a playoff game in a league series, it will pay a fine of $100.00 plus $1.00 per kilometer round trip. This money will be paid to the league and the travel portion will be used to compensate the non-offending team. The travel payment can be waived between the two teams involved.
If a team drops out of the N.S.F.H.L. during the season or forfeits a play off series that team would automatically lose its bond to the league for that year. Should that team apply for re-admittance to the league in subsequent seasons, than the league committee would decide at an annual meeting what the re-entry bond should be.
6) PROTESTS
Any team protesting
an official, ineligible player, must do so to the President of the N.S.F.H.L.
within 24 hours of game being played.
